you can either:
A) install concrete5 with sample content (this includes a blog) and then install the theme on top
B) set it up manually (following the steps described here:https://documentation.concrete5.org/tutorials/setup-a-simple-blog-wi...
C) use one of the add-ons in the marketplace (e.g.https://www.concrete5.org/marketplace/addons/hw-simple-blog... ). NOTE: I haven't tested this.
Probably A is the easiest way.
