How do I change the font face to Oswald across the entire website?

I also can't seem to change my background image. I changed it before but now it will not let me change it to something else.

My website is concrete.susd.org

I'm guessing you changed it via CSS in the "Add your CSS" box in the customization panel? If so, after saving your changes try clearing your site cache (Dashboard->System & Settings->Clear Cache) and your browser cache too.

On the "Quick Use" page for Oswald on Google Fonts, see #3. You'll want to copy that code and you'll need to add it to the <head> section before the other stylesheet links in the theme's header.php file (located at packages/theme_slate/themes/slate/elements/header.php).
Then, go to Dashboard->Pages and Themes->Themes and click Customize next to Slate. In the "Add your CSS" box, add this:
