Sorry for the delay in getting back - I've been on vacation with family that last few days.
In the theme's footer.php file (located at packages/theme_slate/themes/slate/elements/footer.php) look for the first div with a class of "col_3" and change that class to "col_12". Then comment out or remove the other three divs with the "col_3" class.
