Space under main hero image

I have figured most of all this out but can't seem to eliminate the horizontal line and the space between hero image and main body content. I deleted the HR from home.php and three up but it's still there so I am obviously missing something. The attached photo has circles and lines and descriptions.

To remove the line, remove the border-bottom property from #page-meta in the theme's main.css file. For the spacing, adjust the top padding on #wrapper in the main.css file.
Looking into the recent main.css. Cannot find the top padding #wrapper.

It's there. It's just in short hand (there's no individual "padding-top" declaration):
