I am interested in purchasing the calendar block, but would like to know prior to purchase whether events can be added without having to go into the Dashboard. Can I set up a client admin with a calendar control page, and various departments with calendar view pages?

Yes, you should be able to setup the calendar page to have write access by a user group and they should be able to add events without having to get into the dashboard.
