I did read your hints about changing the text do a different language: But HOW do I do this?
If I want a german text, would I simply create a new stack ""Cookies Disclosure - DE" - that's it? (No need to place it anywhere?)

Yes, you'll need to have that installed if you're running a multilingual site.
But if it's just German, you can simply edit the default stack contents, no need to install multilingual in that case.
Multilingual is used to check on which language section the visitor is (and get the right contents based on that).

Yes, that's it, no need to place it anywhere.
Only thing you'll need to do is to add the content to that stack you want to be visible in the message.
