How to create admin review of content that can be uploaded by anyone at present on the blog page

Hi ,
I recently bought your theme. I have just noticed that the default option on the BLOG PAGE> READ MORE> allows any visitor to the website along with the post to site , also has the ability to upload any image to the site , with no vetting from site admin . Meaning anything could be posted there by the public. Is there a way , to either turn off the upload option , or better yet , have any post made by public , not published pending review by website admin??
